One of the keys to pricing a car is to effectively rate the car as the price will vary widely based on condition & mileage. Mileage is pretty obvious. You should base condition on a Carfax report (which would also help catch any odometer fraud) & ur own review. Before u buy ur final step should be an inspection by a qualified mechanic - but that is too expensive to do on every car u look at.

There r a bunch of places to check car prices on the Internet. NADA guides is one - but since they r owned by the car dealers association l never recommend them. KBB is another. Driverside.com is a new site & they have a couple of extras - great data showing price based on mileage; DriverSide Estimate where they search actual listings to find what cars r actually selling for in local markets; & estimates for trade in pricing.

There r a number of on-line used car price guides for u to consult. All it takes is a little looking. Before u look, u should know this:

That is very low mileage for a 10 year old car (1999 models released in 1998). This can be good or bad.

If the car is driven regularly but used for short trips, & has been serviced regularly (ask to see maintenance records), it is probably a good car to buy.

Example: My 20 year old Honda Accord has averaged a little over 5K miles a year. That is because my commute to work is a 3 mile round trip. l put under a thousand miles a year on it going to work, the rest is errands & pleasure use, but the car is driven daily, & I've maintained it well over the 20 years.

If it has such low mileage because it sits a lot, that is bad for a car. Seals can dry out, on-board computers can 'forget' their settings if a car is not used regularly. Also, if the car was driven by the proverbial 'little old lady' that babied it & u drive the heck out of ur cars, it will quickly begin to show its age when u start driving it.

l say this because the price guides add value for low mileage. If the car fits the second example l gave, u should ignore the low-mileage premium when figuring how much to pay.
