First, it must be a really good deal because u must assume that no maintenance has been done & the car has been driven under the worst possible conditions. l did this once & found a car with a blue book value around $10k that l got for $4,500. It needed about $600 in immediate repairs. It had 70,000 miles on it & the oil had never been changed! So, had l paid something like 10-15% under blue book, no, that would have been a terrible deal. But if u can get it really cheap, then yes, they can be a good deal.
